RE_UBA_CONST_D3_D_VGRAT: vegetation_area_fraction (via bilinear interpolation)

Summary
For this parameter the transformation procedure from the rotated grid (D2) to the regular grid (D3) is bilinear interpolation (cdo genbil, cdo remap).

The daily values are interpolated in time from the monthly climatology, which ist fixed for the whole simulation. Only 1960 is released here as an example.
